CSC Aadhaar UCL Registration (Update) 2024
MeiTY introduce new UCL software service for easy Adhaar demographics upgradation. Update Client Lite is a new way to update details of people without the need of their mobile number or OTP. This service is accessible only by Village Level Entrepreneurs (VLEs). People who want to update their Adhaar shall visit nearby CSC office where a VLE will use this UCL software and update their details quickly. Registered VLEs can go to the official website of csc cloud to apply for UCL software. Those who want to become a CSC VLE(Village Level Entrepreneur) can register themselves on the official website of CSC . Those who are eligible to become VLEs can go to Digital Seva CSC portal and then they can start their gram panchayat level CSC (Common Service Centre).
The UCL registration is now open for all VLEs. The process is simple and easy. They simply need to go the official website and submit application for Adhaar Demographic update Centre. The application approval takes around a month. There is no registration fee for the same. But there are some requirements to be eligible for becoming VLEs.

What is CSC?
Common Service Centres are conceptualized as ICT enabled, front end service delivery points formulated by Department of Electronics & Information Technology. It is under National E-Governance Plan (NeGP) policy by Ministry of Communication and Information Technology. These are local service offices where citizens can visit and get services related to government policies, social & private sector services in the areas of agriculture, health, education, entertainment, FMCG, banking, Financial services etc. CSC offices are operated by a VLE (Village Level Entrepreneurs).
CSC e-governance services India Private Limited is an Special Purpose Vehicle (SPV) which is connecting local population with government departments, banks and insurance companies and various other services providers. It uses IT-enabled network of citizen service points. Adhaar Seva Kendra franchise is also obtain from a CSC.

Who is a VLE (Village Level Entrepreneur)?
Village Level Entrepreneurs are people who actually deliver various government services to citizens. These are individuals you meet at a CSC outlet. VLEs own and run that CSC outlet to provide one stop solutions to citizens like Aadhaar enrollment, banking, insurance, utility bill payments, digital literacy, and e-governance services.
Eligibility to become VLE
- Age is 18 years and above.
- Citizen of India
- Class 10th pass from a recognise board
- Fluent in reading and writing local dialect.
- Reading and writing fluency in English.
- Some basic computer knowledge
- Have a valid Telecentre Entrepreneur Course (TEC) certificate/ or register under specific schemes like SHG, RDD.
- TEC number is compulsory for registration.
System requirements to register for VLE
- Hard disk space of atleast 120 GB and RAM minimum 512 MB
- CD/DVD drive friendly
- UPS PC with Windows XP-SP2 or above operating system with license.
- 4 hour Battery backup/portable Genset
- Web Cam and Digital camera facility
- Scanner
- Internet connection speed of atleast 128 kbps

- PAN card

Process to register/apply as VLE (Village Level Entrepreneur)
To register as a Village Level Entrepreneur (VLE) in the CSC, simply follow the steps mentioned below:
- Visit the website register.csc.gov.in and apply under new registration.
- Click on “Apply” button displayed. Select application type and enter TEC and IIBF number.
- Validate mobile & email and fill the form .
- Enter your Aadhaar number, and further add the Captcha Text.
- Click on “Submit” button”.
- After authentication, the user is required to fill the information under the following tabs, such as: Personal, Residential, Kiosk, Banking, Document, infrastructure, Certifications/Terms.
- Enter your mail, PAN and validate these.
- Fill your banking details validate the same and proceed to upload your documents.
- You will receive an acknowledgement email regarding successful completion of your application on your email address provided during the registration process.
- Download CSC app from Google play store and continue registration by uploading a geotagged video of yourself and KIOSK.
- CSC ID and temporary password generates within 48 hours of VLE registration.
- A physical verification takes place for quality check reasons. When you pass the verification your get permanent CSC ID.

What is UCL (Update Client Lite)?
UCL is a demographic update client software developed by UIDAI to allow resident to update their demographic details in their Adhaar Card. This software is only for use by a VLE. Now there is a new update in this software after which the VLEs don’t need to use digital Seva CSC portal to update Adhaar details of people. They can simply use biometrics for the entire demographics upgradation process. As now they use fingerprints of holder there is no need to verify OTP each time on the website. It is important as many times people who want to change any detail in their Adhaar card don’t have the registered number with them to verify OTP. Therefore now people can simply update their demographics without need of their register mobile number.
To avail the service all VLEs have to register themselves on ‘Aadhaar Demographic Registration’ link in “UID Services” list of apna CSC Portal and must be NSEiT/Sify Certified. Then they install the new software from the website by clicking on ‘Adhaar Demographic Registration’ link. These are for already registered VLEs who are operating a desginated CSC or ASK. For those who are not a VLE can become a VLE by following steps mention in above paragraphs.

Process of UCL application/registration by VLEs of a CSC
People who want to start their CSC for UCL software can now register and become official VLEs. Those who already are a VLE can simply visit the official website and register themselves for UCL software. Steps for UCL application is as follows:
- Check if your system meets the important requirements mention in above paragraph.
- Visit official website of CSC cloud i.e esave.cloud.in/ucl/.
- Click on ‘Digital Seva Connect’.
- Enter your username, password and Captcha. Click on Sign in.
- UCL registration menu pops up on screen. Click on proceed.
- Fill your details like VLE name, VLE CSC ID, VLE Bank BC code and Bank Name, PIN code, mobile number etc.
- Click on yes/no boxes according to the requirements of system you fulfil.
- Then Enter captcha and click on submit.
- You can repeat from step 1 to 5 to check status of your UCL application.
