Government of Odisha Housing & Urban Development Department issued official notification on 15 February 2024 for their SWAYAM(U) scheme. The Government issued guidelines for its Interest Free Credit Guarantee Self Employment Scheme for Urban Youth. Government believes that youth is the future of the society so for a society to prosper it should empower its youth. Therefore, the scheme specifically targets the under-employed and unemployed of the state to provide them business related financial assistance. An approximate expenditure of Rupees 1,237.74 crores will be incurred on execution of scheme.

youth can borrow up to Rupees 1 lakh loan which will be interest free and without any collateral. Loan will be lend to people who want to start a small-medium scale business. The scheme  operational from 15 February to up to 5 years. Its known to in lieu with the central scheme of PMMY (Pradhan Mantri MUDRA Yojana). The scheme expected to target around 50,000 rural and urban youth who will further create employment opportunities in the entire state of Odisha. Many financial institutions like Public Sector Banks, Private Schedules commercial banks, RRBs, Co-Operative banks have been taken into collaboration and very detailed district specific targets have been set.

What is Swayam Yojana Odisha ?

SWAYAM(U) is an acronym for Swatantra Yuva udYAMi which loosely translates to making the youth the independent through business. It is a credit-linked self-employment scheme that will provide interest free loans to youth between the age of 18-35 years who want to start their own business. The loan can borrowed by any individual who belongs to an Economically Weaker Section. They don’t need to guarantee any collateral for the same. The amount of loan would lend in maximum two instalments and needs to repaid within 4 years. There will additional coverage provided for all types of risks through insurance which will be borne by the borrower.

The cost of project needs to be 1 lakh for which 5% marginal money needs to paid by the borrower. Therefore, a total interest-free loan of 95,000 shall disbursed by the bank. The rate of interest charged by bank will be similar to the rates charged in such central/State government schemes. This interest amount shall completely paid by the State Government.

Aim of SWAYAM yojana :

• To reduce unemployment rate and convert it into employment generation opportunity.
• To empower the youth in becoming self-reliant and actively participate in development of state.
• For setting up gainful self-employment ventures among the youth and take them on national level.
• To promote financial sufficiency in the economically weaker and secluded sections of the society (SC,ST, PwD ,Transgenders etc).

Swayam yojana Odisha Apply 2024- full process

1. For online person can visit “Swayam Yojana Odisha” official website of and fill details for application i.e odisha.gov.in/home
2. For offline person can visit their nearest Mo-Seva Kendra to submit application.
3. Then they will select the bank for their loan proceedings.
4. Bank will receive the application and will carry out necessary verification.
5. Bank will assist the assist the applicant in preparing DPR (Detailed Project Report) of the business they want to start.
6. Upon verification of application and DPR the bank will sanction loan to eligible applicant.
7. Applicant will submit 5% margin money deposit in bank.
8. Bank will disburse loan amount to applicant in maximum 2 instalments.

The scheme is empower the under employed and secluded sections of the society. These sections usually suffer due to their economically weak background and therefore often neglected. they hesitate for approaching organized financial institutions and end up getting in unofficial debt traps. this scheme will boost their confidence to get out of poor financial conditions and also help their society.
